I would guess because more than 90% of the car buying population could care less about the appearance of their cars after the 1st month or so. People just want a clean car for the cheapest price. They see a car swirled to hell but as long as there's no dirt they're happy. Car manufacturers have been trending towards thinner but harder clear coat to save money. Great for the average joe but that leaves less clear coat for polishing so the less you can polish the better. Thus the solution is PPF and coatings.
