Easy fix...BMW bulletin...washer shim!
Had the same issue on my 2020 x7...second seat "not locked" which caused other seat button issues.
The dealer had never heard of it and forward the issue to BMW, USA and they sent a bulletin...seat bolts needed to be loosened and "off the shelf" washer shim placed. Tighten...fixed issue.
