Roger that. Same experience with all 7-series/X7 I have owned. The AC sucks. My Uber rides to the airports have better AC.
Long back, I bought a BMW while I was in Dubai. It gets HOT there; Texas weather seems like Cali compared to Dubai. It took close to a good 15 mins to bring the car at a temp where I wasn't sweating. Another 20 mins to just normalize (By that time I usually was at my destination). The BMW dealership (owned by a single person there) had requested special heavy duty AC for the market which got honored a few years later. Texas/other hot states might take a learning lesson.

Pretty sure, from what I remember when dealing with the AC issues when I had an X5, all vehicles in NA get the "warm weather AC unit".
