Regards wall, is this a plasterboard or plaster? Hard to tell on photo, fresh plaster or plaster board needs sealing, always used Leyland trade matt watered down, is pourse and ideal as a seal coats x2 and is white white. If you don't seal new or bare plaster it will just sucks water out of paint and will start to peal. With the leyland stuff, water 2L-3L per 10L paint works best. You have small patches so I would just use any white matt paint.


Window sills I would use wood filler first, build up in section so has time to dry, anything over 2-3mm then sand it down to mach rest of curve. If you just want paint it, looks to be mdf window sill I would use mdf primer as mdf board again will suck normal wood primer in, and will require 3-4 coats before you actually see build up of paint.
