That's actually SOP believe it or not. With a new model, they produce a bunch of them, and have them sit at the port until the official launch date. This way every dealer gets a bunch to sell on the same day. Otherwise, they'd just trickle in without much fanfare. Also, EPA has to sign off on any new model, and they've been much tougher on euro vehicles ever since the VW diesel gate.

Owners of the new Panamera, had their cars sitting at the port for months waiting for the EPA to give Porsche their clearance. Then, Porsche could schedule the launch date. Very frustrating.
