I always to to Radial Tire in Silver Spring. They are very busy all the time though. If you can drop off your wheels and tires that would be the best bet. If you wait, probably looking at 2hrs.
Also, Mr. Tire is pretty good as well. When I ordered wheels and tires through Tirerack, they needed to be rebalanced after I received them. They stated Mr. Tire has a very good balancing machine and Tirerack paid for rebalancing all four of my wheels and tires.
