A bit more towards 100% of the phone controls CarPlay. 😉
The vehicle manufacturers get to build the house it runs in and how the phone connects to it...and then Apple calls the rest of the shots. BMW requires Bluetooth and WiFi simultaneously but some other manufacturers use a combination of Bluetooth and tethered or just tethered etc etc. Almost alll of the iDrive CarPlay issues are due to BMW'S connectivity implementation.
