While I am no tire expert, I don't think it is as simple as that as there are so many other variables involved when it comes to how loud a tire is (or more specifically what you hear inside your car). For example, summer tires are a soft tire compound when used in the correct temperature range (i.e. summer), but turn to rocks in the witer when it gets cold (and are louder). Winter tire compounds are softer in the winter (to aid with winter traction), but wear very fast in the summer due to the special winter compound (also adding to more noise). Other variables affecting how noisy a tire is (or what can be heard) is the brand, age and tread depth of the tire, or how much sound insulation is in the car......
