Not sure about the regulatory explanation, but indeed the two use completely separate engines.

By the way, contrary to wikipedia entry for the P65, I am very skeptical that the P60 is in any way related to it. Looks like somebody tossed that in there because they figured it made sense rather than actually having any evidence to support it. I don't think the two share any parts at all.
