I wouldn't generalize and say all can easily get 10% off before incentives.
Even in the larger dealers in the SF Bay area, 10% with incentives is doable but not easy, 10% before incentives is nearly impossible on an ordered car. On a car sitting on the lot, I have been able to negotiate as much as 16.5% off with incentives.
In my small town dealer, best I was able to do was 9.5% with incentives on an ordered car.
Now before you say I have poor negotiating skills, my deal was already the best in the area (I checked with several other folks who bought from my small town dealer).
