They probably want expenses, like the cash outlay from hospital bills due to faulty inflators, or money you spend out of pocket on a rental car after your car could not be repaired due to insufficient stock etc.
When I read through the legalese, it sounded like it was a class action suit for damages, not on preventative replacement. BMW was proactive, having no actual failed devices.
I didn't feel I incurred enough to pursue any claims. "I'm suing you in this class action, because your crappy product did nothing, and was replaced at no cost to myself"
That being said, I'm not a lawyer, and this could just be a bluff to get 50% of the claims dropped.
