I grew up in NE. It isn't dangerous AT ALL. I have no problems. I don't drive 100 mph and I don't tailgate other cars (when there is snow, ha).
Only thing dangerous about not having snow tires is that if I get stuck, it can be hard to get unstuck. Once I get going, traction is fine, I expect car to slip and not stop right away, and drive accordingly.
