Anyone have any ideas what this is for and if it is required?

The only thing I can think of is removing the switch will somehow allow the tailgate to open past the max lift point?
Think most of it is for safety.
Using belt drags the tailgate, can protect gate's hinge(max open) from hard push damaged in the next steps.
Then for human position freindly, people not so tall can lock and fix the door they want.
