There is also legal liability. I spoke to an attorney friend and he said that basically BMW has to follow laws/regulations in place for the model year the car was built. They legally cannot change something in a car that was built a year, two or three ago that had a different regulation in place at the time it was built. Unless the government adds something in to a new regulation that requires or allows the mfg to go back and change it.

So don't hold your breath expecting BMW to send an OTA that enables the anti-dazzle headlights on our existing cars.
