BMW have had the option in some model ranges for the UK market. Perhaps there isn't the take up, to make supporting the option worthwhile.
I pre-heat my car with an electric fan heater in freezing conditions. Running the engine, to thaw out windows, is not an efficient way to do so.
We have run auxiliary heating in VW Caravelles for years. They are a bit smelly to use, but with larger cabins to heat are pretty much essential in winter.
