I am pretty sure yes. When I am in the car I get connected to a DIRECT BMW WiFi network. When I connect to my BlackVue it tells me that it will disconnect the WiFi CarPlay connection.
Turning on a hotspot normally disconnects any other WiFi network to allow your hotspot connection to work.
