I'd say, and I'm certainly no expert, that it definitely needs to be sanded and repainted in that spot if you're looking for perfection. Good news is that it really isn't a very large area and shouldn't set you back a ton of cash. But we all know that professional painting is never too cheap either.
However, if you're looking to save some money and go for the quick bandaid fix, you could always just lightly sand it and add some touch-up paint to the affected areas. Certainly won't look as nice up close but it's a small enough area that it'll do the job without being too noticeable.

yea i was thinking about touch up paint from getbmwparts.com and what kinda of sandpaper should i get not really good with this stuff lol, but thanks for reply back!
