If I were Benz management I would make an example and lay down the importance of the "law" by letting Rosberg's car be driven by someone else in Monza. I suppose Paul Di Resta could do it but...there might be some blowback in Singapore. What do I mean by that? Look at what Kimi was doing last year when he didn't get paid.
