your calorie consumption has to do with mass building, leaning out (tone) not sure what you mean by development.
reps dont mean much in those terms, but consistency and progressively adding more weight.
though high reps tend to ad more endurance and lower reps tend to increase max strength (which can help growth provided there is a calorie surplus)
