I asked the dealer what that was and he said the blue bar comes with the laser lights. They come with the executive package.
I have the executive package but don't have the little blue part.
I'll include a picture. Not taking delivery until next Tuesday.

I might be mistaken, but I don't think you can get them on an X7 40i. They are standard on the M50i.
