The other BMW is immediately in front of me in the right lane. She must have seen my signal as she moves over to the middle lane to give me space to turn.

This is what I would have done but there are very few drivers, in any vehicle, who do that.

Driving in the Baltimore area must have ruined my faith in people to do courteous things like this. In this scenario I would have already sped up and gotten in front of said other BMW.
