That sounds like the Care+ Maintenance plan as
Skyrider mentions, it's not warranty related and not for an extended term, it just adds brakes, wipers (and clutch), to the normal Care Maintenance plan that comes with any new BMW. I've negotiated this down to $400 on my last two cars, and it's definitely worth it at that price. I'm usually due for at last a set of rear brakes by 30,000 miles, and they'll typically replace the fronts as well, but getting a free pair of wipers once a year just about covers that adjusted cost even if you don't do the brakes.
As far as who to contact, get in touch with your SA, they should be happy (and be able to benefit) from it.
