Not sure what was covered in the other thread, but the newer turbo systems and means by which they circulate oil are not as dependent on turbo timers. Very little benefit on some of the newer turbo systems.

Additionally, engine RPM's have no real effect on the turbo RPM's. Just how much boost how recently. Spin down is pretty quick as well, so as long as you aren't full throttle and then immediately shutting off the car it is likely a non-issue.

That all said, with the electronics and complicated systems on the BMW setting up a turbo timer is likely to be FAR from trivial.
