Well, Yas Marina Circuit is in Abu Dhabi. I think its just burt tire marks reflecting from the lights that make it look wintery.
One of the more popular circuits for important events in recent years BTW. Search 918 yas marina, Hammond yas marina, Ferrari fxx yas marina. Some pretty good stuff.
