I've been trying to address this issue for quite sometime now.
I have anti-dazzle and VLD coded, and then I also coded fog lights with high-beam.
I found that when fog-lights are manually turned on, the headlights do not work anymore in the anti-dazzle mode, and instead switch to regular US spec (on/off only).
The best solution I found is to give up on the fog lights and only use them when I am in town to not prevent anti-dazzle. This is also how it works in Europe. When Anti-dazzle kicks in, fog lights turn off (unfortunately, u then have to turn them on again later if u need them). I think someone with time and experience in coding can figure this out.
