What are the sizes and offsets of these? 74.1 hub bore all around?

Looks like these were mounted on an e70, so bore is different than f15.

E70 Will work, E70M will not for the rears.
This appears to be E70.

Bore is the same on both E70-F15-F85 except E70M E71M

So to clarify when I measured the with with of the wheels they measure 11x22 and 12 x22well I was told by another member that they are 10x22 and 11.5x22 as per the serial number of the rims sorry for any misinformation

These are awesome, you can convert these to 21's and keep your stock tire sizes. Bump for a super fun project. I'd buy the centers from you in a heartbeat if I had time to work on it. I'd do them in gloss black with a matte black lip in a 21" size. Man, those you could sell for $5K.
