Front Spring Guide Support Metal Ring

See the attached picture. Does anyone know what this ring is for? I can't find any information on it. I just put a set of H&R springs on and it seems that this metal ring / spacer could be removed and give another 1/4" drop. I can't even find it called out on front suspension diagrams. Was it only included on certain models? The guide support is metal and right under it. I don't see it adding any additional support. It just looks like a spacer.

Note: The picture is not from my car. It is from a E90 spring DIY I found. I had a hard time even finding a picture of it.
