If you are asking if you can connect your X7 to your phone (via WiFi) and have all of the X7 connected drive features work in your X7, the answer is no. That is not how the X7 communicates to use the Connected drive features. The X7 has an internal sim chip, just like any cell phone, and that is how the X7 communicates with the BMW servers via the cellular network in order for the Connected Drive features to work.

So, your X7 needs to be programmed to work on the cell networks of the country it will be used AND BMW needs to make those Connected Drive services available in that country. Unfortunately, not all Connected Drive services are available in all countries even if the BMW will work on the cell network in a given country.

If you are talking about how to get your car working on the cellular network in your new country, the best bet would be to take it to the dealer first to see what they can do.

unfortunately they can't.
and my question is how to have over the air updates with out my car having connected drive working

Unfortunately, I think you may be out of luck then. I am sure it is technically possible to "hack" the car to do it, but I have no clue how...
