Scraping steering wheel on F31 MSport (320d)

I've had this problem since I purchased the car and immediately took it to the dealer for them to have a look at it.

Basically, when I turn the steering it makes a scraping noise which is bizarre. I can't believe for one second this is normal but according to the dealer it is.

I'm quite fed up with it now and so I've made a video for you to give an opinion.

Is it normal?

If not, what's causing the problem?

Thanks!

Had similar on a 5 Series a while back. Was just the plastic cover over the steering wheel shaft that wasnt clicked in properly causing it to just make slight contact with the steering wheel plastic at certain turning angles.
Quick DIY fix.

Could also be a loose wire or something scraping the shaft underneath the cover.

Try adjusting the whee all the way up and see if it makes the noise and them all the way down and see if it makes the noise.
If its plastic parts scraping this may just move them apart enough to stop the noise or closer to increase it.
