Anyone in NY have a state inspection that'll look past front windows tinted? Near Manhattan?

Go to any independent gas station. As long as you don't go to dealer, you should be ok. It would be bad to specify and recommend any specific place in a public forum like this.

A lot of smaller places will do it if you have a relationship with them or get to know them. Be prepared to pay extra though.
