2014 M3 newbbie questions!

Hi guys,
I am currently driving a 2013 F30 and I'm thinking of buying the F80.
First of all, why is it ridding that high? I always thought the M cars were lower straight off the bat! I read on a post here that's due to regulations? Who regulates that and why it's regulated to ride that high.
It's painful to see an M with that much wheel gap so I'm thinking of lowering it. What is the best way to go about it?
I keep hearing about the competition package, is that something I can upgrade to whenever that comes out? What is the competition package exactly?
