The seller wouldn't say it needs a title, or sell it for 5k/part out..

If it's not paid off you'd go to their bank with them and pay off the car and receive the title by mail as the new owner, something along those lines.

Mechanic lien means someone got some work done and never paid him depending on the state you have a certain amount of time and you legally own the car now. Or maybe someone went in for a estimate and never came back happens all the time.😦
