Some kind of stain?

So I park in my apt complexes 3 floor garage and its always leaking water from the to top floor to the second and i never get a chance to park on the first floor. So I park on the second floor because it is still covered. But last night it rained here and it apparently leaked some kind of junk on my car because the there are these huge splatter stains on the hood. I tried to wipe it off with some soap, which didnt work. Then i tried quik detailer and that didnt work. You guys have any suggestions? It seems to have also stained my windshield. The windshield almost looks like it was sandblasted in the spot it must of leaked on. I tried scratching it off, which didnt work and i tried scrubbing it which didnt remove anything... so I am begging you guys for some suggestion.

pics might help... whatever you try test it on that windshield first. At least that way you won't harm the paint further.

Try some clay, those look like calcium or some sort of mineral deposits which probably resulted from the water dripping off the building. You definitely want to take care of this asap as it can cause some nasty etching if it hasn't already.

i tried the clay bar, but it hasn't been doing a great job... I was able to scratch off the junk on my windshield, but thats not an option for the hood...
