Photoshop pros pls help need rims blacked out

Any Photoshop pros that can make the rims gloss black lips and matte black centres? Thinking of painting them as the lips are not mint... Thanks in advance.. Sorry I wrote much more but ever time I go to post it reset now I'm tired lol..

Those are simple, I can do them for you. Drive to my place, and pickup an extra bold sharpie.
