What happens when the paint "cracks"?

Yesterday I was parking and I hit my front lip. I got out of the car and what do I see.

a small piece of the lip broke off and the paint is "cracked". I have no idea what is the better word to describe it but you guys probably get the idea. There are hairline streaks everywhere that is size of my palm.

Does this mean I have to repaint the lip or do I have to sand it down and inspect to see if there is any actual crack to the lip?

this is really pissing me off. I should just get a new front lip..

2 things.

Do you want to repair the part of lip that was broken off? You will have to paint.

Any cracks, or crazing, must be sanded down and repainted.
