Closed cooling grill - E91?

Hi Guys, sorry for not using the right term - but i honestly do not know what they are called. Behind the kidneys on my 325d there are some "butterflys"* that can open and close in order to prevent cool air getting into the radiator - or to give extra cold air to the radiator.

But I have never seen them open on my 07 325d E91. Even when the cooling fan starts, they are still closed. Is this normal, or do I need to look for errors?

I have read out errors, but do not have any logged.

*EDIT: Found out they are called Air flap control
