Out of Balance or Something Else?

My rear tires are road force balanced within the range of what the manufacturer considers to be balanced, but the values are closer to being out of balance than in balance.

The thing is, I feel a wobble around my feet and floor around speeds of 90mph and not between 60-80mph. Would you guys say this is still a balance issue?

Also depends on whether or not you've ruled out any other possible factors though.
