That whistle? Yes. Mine did the same thing. My front turbo was completely shot.

Yes I hit boost target perfectly fine and since I've had the car for roughly 70k miles no smoke

Fix the waste gate on both turbos, if you still have a lot of noise, then you may have to change the turbos out.
