Turbo Boost Delay - Not typical lag

When running higher boost maps such as stage 1 aggressive, I get an odd delay in turbo/boost response. It takes a second and then boom, kicks in hard and pulls fine. Almost all my cars have been turbo (GTIs, big turbo Evo), so this isn't normal lag, it's like it's not building boost, and then all of a sudden there's a thud and I'm flyin.

Is this normal, or does it sound like a boost leak? Maybe my charge pipe since that is still stock.

Things I've already replaced for other issues:
Walnut Blast
Coilpacks
Plugs
Both VANOS solenoids

On sport map car runs great builds boost smoothly and pulls very hard. All my searches result in discussions about turbo lag and someone calling the poster a retard because he doesn't know was a turbo is.
