Flapping sound over bumpy/uneven road

A while ago I noticed when my window is down, that there is a flapping sound when braking on bumpy, uneven roads.

I thought it could be something to do with the brakes, but a few nights ago, I was driving and went over a really uneven road at around 20mph and had the noise again, it then went when the road smoothed out.

It seems to be coming from under the front wheel arches best I can place it.

(it almost sounds like tin foil does when you are handling it) if that helps.

Has anyone experienced this? or know the cause? I have failed to find info on this one.
