What type of camera is this?

It’s on the A10 in Enfield. My mates seem to think it’s a speed camera but tbh I don’t think it looks like one. It’s not average speed in this area either. Any ideas?

Could also be used to police a 'no right turn' in which case it's classed as a safety camera and once painted yellow.

This. It will be covering a no right turn, bus lane or yellow hatched box
