Lexington KY shops to install DP

I'm in the Lexington ky area and I've talked to a couple shops and they say they want install my cat less downpipes because they could get fined. Anybody kno any places around the area wh would install my cat less DP and not charge a crazy price.

Was debating on doing this myself, though if there's shops local (Louisville) I dont mind letting someone else do the work.
