Parking Brake Replacement - Stuck

Hello All, quick question. Are you able to replace the parking brake shoes without engaging the parking brake service lock? Mine is absolutely seized for some reason. I have removed the whole console in the car to see if it was hanging up on something and nothing. Not exactly sure why it won't budge, not even 1mm, it is completely stuck. So my question is, do I have to engage the service lock when replacing the shoes? Thanks.

Couldn't get the service lock to engage so I just unbolted the three screws holding the parking brake handle in position to relieve any remaining tension still on the cables (which there was hardly any if any at all). Not ideal but it worked.
