cleaning question

Hello,
not sure what to refer to the section as but it's where the fog lights go (my 340 does not have fog lights) that area seems to be collecting dirt, cig buds, and anything that gets sucked in there.

how do I remove the black panel to clean behind it? maybe stock a small vacuum tube in there.

again not sure what that area is called but it's all behind the black screen where the fog lights go.
