Gas gauge issue question

Hi all, so when I fill up my E90, once it's full and the car is at an angle pointing down (gas station is not level), the gas gauge shows full. Once I start driving and on level surface, it drops to 3/4 full. I'm wondering if it's a stuck gas sensor or it's faulty sensor? Thanks.

Just an updated if anyone interested, I bought a used LPFP and took the fuel level sensor off as the gauge reading was getting worse recently. Swapped the one in the car and now gas gauge reading correctly. Nice thing about doing this was I didn't need to yank the whole LPFP out of the tank, just enough space to sneak my hand in to pop off the fuel level sensor and pop in replacement.
