Tray Below Valve Cover Removal Help

Hello All,
So I am chasing the typical valve cover oil leak. I want to take the tray off that sits below the valve cover to clean.

The problem I am having is the bolt that is closest to the back of the engine just spins. I've turned that MOFO so many damn times. But, it wont come out. It feels like it has a nut on the back side that spins with it. The other 3 came out no problem. Anyone have any ideas or thoughts?

See if you can wedge something thin under the head/washer (piece of cardboard, old credit card) that might exert some pressure & allow the bolt to be removed.

Just hit it was some break cleaner and wipe it off. Why remove it?
