I would say that "personalised digital marketing" (or any marketing for that matter) has nothing whatsoever to do with customer service...

Joking aside, there will be an element of truth in this, in that it'll be covered by some terms and conditions for online services or something... Quite how it overcomes data protection and privacy issues, we will have to see... Also, it does not say what the billboard will display... It may just be a generic advert for their services, like a targeted FB ad...
