Low boost on low rpms

Hello everyone i've been having a problem with my BMW 320d since like 2 months ive been at a loss of power at low rpms up until 2000rpm and then the car pulls normaly, since then ive replaced the egr valve the egr pressure converter and a lambda sensor but still no major difference, when i press on the turbo wastegate actuator by hand it goes down but doesn't come back up and it feels sticky i dont know if thats normal if someone could help me with that ? if anyone has any ideas what could cause this problem please tell me ive seen people talking about swirl flaps also might give it a try to take them out
Also the error code i get is 44CC
used to get a 4530 but after the egr pressure converter its gone
