Can you get service at any BMW dealership...

...if you lease an M3? I'm buying the car in Pennsylvania and then moving from Michigan to Miami....

Of course you can, I would set up acknowledgement with a service agent at the new dealership before the move just so that you're assigned to someone.

No BMW dealer is required to give a loaner (BMW or otherwise). Many dealers only give loaner cars out to peopel that bought their car there. Some dealers don't care and give loaners to anybody. The dealer my wife bought a Z3 from would only give loaners for scheduled stuff (and had to be booked weeks in advance)- extremely stupid but nobody ever accused Mortiz BMW in Arlington, Texas of being intelligent.

Providing a loaner is at the dealer's discretion. I have my car serviced at a different dealer (Gebhardt in Boulder) than where it was purchased (Schomp), and I know they are very reluctant to provide a loaner unless you bought from them. They will eventually give you one but the wait can be long (one way they try and dissuade you from a loaner and offer you a free shuttle). I have used Gebhardt a lot for service for the last 4 years so I don't have a problem any longer.
