Blown actuator and fuse

So my doors just stopped locking/unlocking and I took my car into the dealership. I was told that the actuator was busted and the fuse was blown out and the cost of labor plus parts is $1094.00 (I'm out of warranty)

Can this be replaced myself and am I being ripped off?
